Mr. Rydberg and Mr. Brooks recently served as interim directors in their newly appointed positions. Both appointees will assume their duties beginning January 4, 2016. “When we do a recruitment, it’s always great to see that we have qualified employees that can compete successfully,” said Mr. Nyhoff. “Both Mr. Rydberg and Mr. Brooks have been in interim positions and have demonstrated their capabilities. These are two extremely challenging positions, and they both have demonstrated a willingness to step up and take on these challenges,” Nyhoff said. Daniel Rydberg is a highly experienced civilian and military engineer, and he has been a City employee for 14 years. Daniel brings extensive project administration experience, having managed the Streets and Waterways, Capital Project Management, Water, Wastewater, Engineering and Solid Waste divisions of the Public Works Department. In his recent role as Interim Public Works Director, Daniel has spearheaded the effort to secure the future of Oxnard’s Water, Wastewater and Solid Waste services. Daniel brings technical expertise as a registered professional engineer in both civil and mechanical engineering. Daniel possesses a Master’s degree in Mechanical and Environmental Engineering from UCSB and a Bachelor’s degree in Mechanical Engineering from Cal State San Luis Obispo. Daniel has served honorably in the California National Guard for over 28 years where he presently holds the rank of lieutenant colonel. Daniel will lead a department of 391 employees that oversee critical City infrastructure needs. Daniel’s base salary will be $165,000. Keith Brooks brings over twenty-five years of engineering, scientific research and technology management experience gathered from working in a broad field, including Fortune 500 companies and technology startups. Ten of those years have been spent with the Oxnard Police Department (OPD) as the IT Manager. At the OPD he was responsible for managing the City’s 911 computer systems, in-car computers, networking equipment and hundreds of other computers and printers. Keith led his team in focusing on modernizing the department’s technology, integrating disparate databases and developing technical solutions that enable citizens, officers and support staff to be safer and more effective members of their community. Keith Brooks will oversee the development of the technology infrastructure for the City and IT service needs of the various City departments within the areas of Telecommunication, Geographic Information Systems, and Network Support. Keith’s key priority in his new post will be to deliver and implement an IT Master Plan that will serve as a roadmap to centralize all IT efforts and focus on key future initiatives. Keith was appointed as Interim IT Director in August 2015 and made an immediate impact by establishing the groundwork for strategically rebuilding the City’s technology infrastructure. Keith earned a Bachelor’s degree in biology from San Diego State University. Keith will lead 27 employees in a department with an annual operating budget of $3.62 million. Keith’s base salary will be $131,250.
