The Capital Projects Management (CPM) Division is responsible for all Public Works engineering, design, and project management functions. This includes construction, project management, inspection, procurement, and master planning functions. The Division includes staff with diverse experience in Master Planning, Value Engineering, Civil Engineering, Process Engineering, Landscape Architecture, Project Management, Construction Procurement and Coordination, Public Works Inspection and Asset Management.
Asset Management and Master Planning
The Master Planning and Asset Management Section is responsible for developing and updating all Public Works Department master plans and asset management plans, as well as the Public Works Department 5 year Capital Improvement Program (CIP) Plan. In addition, the section conducts Value Engineering studies and Project Performance Reviews. There are currently 8 master plans covering areas such as the wastewater collection system, bicycle and pedestrian improvements and parks. The purpose of master planning is to predict the City’s long term infrastructure construction and repair needs.
The Project Management Section is responsible for managing the planning, design, procurement and construction of Public Works Capital Projects. Project Mangers lead Project Delivery Teams consisting of the Project Manager, Project Engineer, Public Works Inspector, Project Coordinator and customer representative. The team is responsible for all aspects of their project from project planning to design to construction to post construction and commissioning. This section also supervises consultant construction project managers.
Engineering and Design Services
The engineering section provides engineering, architecture and landscape architecture services for Public Works construction projects including street, storm drain, water, sewer, building, park and street landscape projects. The section also prepares and updates City standards for construction and conducts studies for master plans, development studies and engineer reports.
The construction services section provides construction management and inspection for Public Works CIP projects.
