Community Relations Commission Accepting Nominations for
2023 Community Recognition Awards Program

OXNARD, Calif. – The City’s Community Relations Commission (CRC) announces that nominations are now being accepted for the 2023 Community Recognition Awards Program. 

The CRC is a citizen advisory group for the City of Oxnard that promotes mutual understanding and respect among all minority and non-minority groups, and it facilitates inter-group harmony through educational and cultural activities. Since 1989, the CRC awards program has recognized deserving individuals and groups that work to support the mission of the CRC in the Oxnard community.

“We look forward to celebrating individuals, organizations and businesses that are committed to discouraging unfair practices and prejudices in Oxnard,” said CRC Chair Tiffany Lopez. “These individuals further promote our efforts to encourage education, acceptance and understanding for all community members.”

The public is invited to nominate youth, seniors, individuals, businesses and non-profit organizations that have demonstrated outstanding accomplishments in furthering the mission of the CRC in Oxnard.

The deadline to submit nominations is Thursday, September 14, 2023, by 5 p.m. 

Nomination forms can be downloaded from the City’s website at www.oxnard.org/community-recognition-awards or may be obtained in person at the City Manager’s Office, located at 300 West Third Street, 4th Floor. Completed forms may be submitted by mail, dropped off in person, or via email to martha.guillen@oxnard.org. 

Any youth, senior, individual, business or non-profit organization that works, lives, or provides services in Oxnard can be submitted for consideration for the award in one of the five categories. The selection committee will review all applications and choose a winner in each category based on its selection criteria (see the application form for more details). 

The recipients will be honored during the Community Relations Commission meeting on September 25, 2023, at 6 p.m. at the Council Chambers (305 West Third Street) and during the opening ceremonies of the Multicultural Festival on October 7, 2023, at 11 a.m. in Plaza Park.

La Comisión de Relaciones Comunitarias acepta nominaciones para programa de premios de reconocimiento comunitario 2023 

OXNARD, Calif. – La Comisión de Relaciones Comunitarias de la Ciudad (CRC, por sus siglas en inglés) anuncia que ahora se están aceptando nominaciones para el programa de Premios de Reconocimiento Comunitario 2023. 

El CRC es un grupo asesor ciudadano de la ciudad de Oxnard que promueve la comprensión y el respeto mutuos entre todos los grupos minoritarios y no minoritarios, y facilita la armonía entre grupos a través de actividades educativas y culturales. Desde 1989, el programa de premios de CRC ha reconocido a personas y grupos meritorios que trabajan para apoyar la misión de CRC en la comunidad de Oxnard.

“Esperamos celebrar a las personas, organizaciones y empresas que están comprometidas con desalentar las prácticas injustas y los prejuicios en Oxnard”, dijo la presidenta de CRC, Tiffany López. “Estas personas promueven aún más nuestros esfuerzos para fomentar la educación, la aceptación y la comprensión de todos los miembros de la comunidad”.

Oxnard City Manager Alexander Nguyen Releases Statement on Del Sol High School Lacking Safety Requirements for Opening

OXNARD, Calif. – While the Oxnard Union High School District (School District) Board of Trustees and Superintendent claim the City of Oxnard is responsible for the potential delayed opening of Del Sol High School by refusing to provide access to water, the fact is it’s about much more than water.

The School District leadership has failed to meet its own construction deadlines and is now pressuring the City to approve plans that would not provide safe access to Del Sol High School via sidewalks, properly marked crosswalk intersections, working traffic signals and other street safety improvements, thus allowing the opening of the new school before the necessary safety improvements are completed.

The City has worked diligently with the School District, even amending the School District’s agreement for the development of key components of Del Sol High School when their construction schedule fell behind. We trusted the School District to at least meet the public safety conditions required in their agreement. Clearly, that was a mistake. 

The School District’s development of the new high school requires safe streets and sidewalks for students, teachers, and the surrounding public to use. The School District has not completed these requirements and instead the School District‘s leadership have been pressuring the City to sign off on the project prior to completion. 

I will not bend to political pressure and force our licensed city engineer to sign off on a project that is lacking critical safety elements.

Inserting a new high school into an existing neighborhood automatically increases pedestrian, bicycle and vehicle traffic. Until the necessary construction of sidewalks, crosswalks, intersections, traffic signals and other street improvements are completed, the project does not meet safety standards and should not be certified by the State. Simply put, Del Sol High School in its current construction is not yet safe for either students, teachers, staff or the general public.

While I am disappointed that the School District tried to unfairly blame its delays on other parties, our staff remains dedicated to working with them so that Del Sol High School will be built to the standards that were agreed upon by the School District (available here). The City looks forward to welcoming a safe, well-constructed Del Sol High School. 

California schools are inspected and certified by the Division of the State Architect (DSA), which provides design and construction oversight for K-12 schools. As of Aug. 11, 2023 at 10 a.m., the State website shows that Del Sol High School (project application number 119965) shows no inspection sign offs and no certifications.

Oxnard Receives $16.5 Million in State Funding for Building Rice Ave. Overpass, Santa Clara Levee Construction and Channel Islands Harbor Water Quality

OXNARD, Calif. – The City of Oxnard will receive $16.5 million in funding for critical infrastructure initiatives as part of the 2023-24 California State budget signed by Governor Gavin Newsom.

“With the support of Assemblymember Steve Bennett, Assemblymember Jacqui Irwin, and Senator Monique Limón, Oxnard has secured significant funding to build and repair essential infrastructure that prioritizes the safety and well-being of our community,” said Mayor John C. Zaragoza. 

“These projects are incredibly important for protecting the public’s safety, and we truly appreciate our members of the state legislature who work hard to support these improvements in Oxnard,” said Bert Perello, District 1 Councilmember and Chair of the Public Works and Transportation Committee.

Said Assemblymember Steve Bennet, “We are eager to deliver important investments from the State of California to communities across Oxnard. Two of our successful budget requests include $500,000 to the Channel Islands Harbor to fund a long-awaited study of ongoing water contamination in the Harbor, and $1,000,000 to Public Works for the repair of the Santa Clara Levee. We’re grateful to the local stakeholders for keeping us apprised and for their collaboration to address these issues.” 

“I am grateful for Assemblymember Bennett’s leadership in advocating for this critical funding,” said Senator Monique Limón. “Infrastructure, natural resources, and public safety projects like these are important to increasing the quality of life throughout Oxnard.”

Said Assemblymember Jacqui Irwin, “I was happy to advocate on behalf of the residents of Oxnard and Ventura County to secure these funds for the Rice Avenue project. The resulting improvements will eliminate conflicts between rail and vehicular traffic that will save lives and prevent future injuries while also improving the air quality in the area.”

The recent State funding allocations include:

• Rice Avenue Overpass: $15 million in funding to the Ventura County Transportation Commission and the City of Oxnard to construct an overpass at the intersection of Rice Avenue and 5th Street, allowing for the seamless flow of traffic over the railway tracks. The project, estimated to conclude by fall 2027, will enhance safety measures, alleviate traffic congestion, and bolster rail service reliability.

• Santa Clara Levee 3 Construction: $1 million in funding has been designated to the City of Oxnard for enhancing the structural integrity of the Santa Clara River Levee 3 system. This investment aims to strengthen the levee infrastructure and ensure its resilience against potential hazards.

• Channel Islands Harbor: An investment of $500,000 to evaluate the feasibility of multiple water quality and habitat-benefiting solutions in the Channel Islands Harbor. The project includes working directly with the community for collaboration on decision-making and identifying the specifics of the most appropriate multi-benefit water quality solution.

The State’s investment in these projects will support the City Council’s five-year priorities that focus on maintaining public safety, restoring our infrastructure and natural resources, and enhancing the quality of life for the Oxnard community.

OXNARD, Calif. – La ciudad de Oxnard recibirá $16,5 millones en fondos para iniciativas de infraestructura crítica como parte del presupuesto estatal de California 2023-24 firmado por el gobernador Gavin Newsom.

“Con el apoyo del asambleísta Steve Bennett, la asambleísta Jacqui Irwin y la senadora Monique Limón, Oxnard ha asegurado una financiación significativa para construir y reparar infraestructura esencial que prioriza la seguridad y el bienestar de nuestra comunidad”, dijo el alcalde John C. Zaragoza.

“Estos proyectos son increíblemente importantes para proteger la seguridad del público, y realmente apreciamos a nuestros miembros de la legislatura estatal que trabajan arduamente para apoyar estas mejoras en Oxnard”, dijo Bert Perello, concejal del Distrito 1 y presidente del Comité de Transporte y Obras Públicas.

City Manager Alexander Nguyen Appoints Javier Chagoyen-Lázaro as Oxnard’s Chief Financial Officer

OXNARD, Calif. – City Manager Alexander Nguyen is pleased to announce the appointment of Javier Chagoyen-Lázaro as Oxnard’s new Chief Financial Officer (CFO). Chagoyen-Lázaro brings a wealth of financial expertise in both the public and private sectors and will play a vital role in overseeing the finance department and ensuring the City’s fiscal sustainability.

As the CFO, Chagoyen-Lázaro will oversee the City’s financial operations, including budgeting, purchasing, general accounting, and financial reporting. His experience will contribute significantly to the City’s long-term financial planning and decision-making processes.

Said Nguyen, “Javier is a highly accomplished professional with a deep understanding of financial management. With his extensive experience and strategic mindset, I have full confidence that he will lead our City’s finance department well and help us secure long-term financial sustainability.”

With over 26 years of experience in finance, Chagoyen-Lázaro has held several high-profile financial management positions. Prior to joining the City of Oxnard, he served as the Director of Finance for the Inland Empire Utilities Agency for the past decade, where he provided strategic financial advice and recommendations to the General Manager and the Board of Directors related to the agency’s $400 million total operating budget. He also led the financing strategy for the implementation of the ten-year Capital Improvement Plan with over $1.2 billion in capital projects. 

He also served as the Vice President, Treasury at Grifols, Inc., where he led all the treasury functions for North America and guided the integration of the treasury teams in California and North Carolina through the implementation of new processes and controls, technology changes and upgrades, as well as restructuring the entire treasury team.

Chagoyen-Lázaro stated, “I am thrilled to join the City of Oxnard and look forward to working with the City Council, the senior leadership team, and the talented finance team to position the City on a path for long-term financial sustainability, bringing a positive impact to the community for years to come.”

Chagoyen-Lázaro holds a Master of Business Administration degree from Instituto Internacional San Telmo in Spain and has received consecutive awards from the Government Finance Officers Association (GFOA) and California Society of Municipal Finance Officers (CSMFO) for excellence in financial reporting and operating budget. He will begin his employment with the City on June 19.

Chagoyen-Lázaro aporta una gran experiencia financiera tanto en el sector público como en el privado y desempeñará un papel vital en la supervisión del departamento de finanzas y en garantizar la sostenibilidad fiscal de la ciudad.

Como Director de Finanzas, Chagoyen-Lázaro supervisará las operaciones financieras de la ciudad, incluido el presupuesto, las compras, la contabilidad general y los informes financieros. Su experiencia contribuirá significativamente a los procesos de toma de decisiones y planificación financiera a largo plazo de la ciudad.

También se desempeñó como Vicepresidente de Tesorería en Grifols, Inc., donde lideró todas las funciones de tesorería para Norteamérica y guió la integración de los equipos de tesorería en California y North Carolina a través de la implementación de nuevos procesos y controles, cambios tecnológicos y actualizaciones, así como la reestructuración de todo el equipo de tesorería.

City of Oxnard Joins Memorial Day Ceremony
Many city departments will be closed in observance of the holiday

OXNARD, Calif. – Mayor John C. Zaragoza is pleased to announce that the City of Oxnard, along with members of the following organizations: Disabled American Veterans – Ventura Chapter 24, Knights of Columbus Oxnard Council 750, Gold Star Mothers, Military Officers Association of America Ventura County Chapter, Port of Hueneme, Ben Moreell Sea Cadets Color Guard, Oxnard High School Air Force Jr. ROTC, and the Channel Islands High School Raiders Band, will jointly host a Memorial Day Ceremony on Monday, May 29, 2023, at Plaza Park starting at 11 a.m.

Memorial Day is a solemn day of remembrance for everyone who has died serving in the American Armed Forces. The holiday, originally known as Decoration Day, started after the Civil War to honor the Union and Confederate dead and has continued each year since 1868.

Please join our Oxnard community in honoring and remembering our fallen service members. The Veterans Memorial is located outdoors at 500 South C St., Oxnard.

Community members are reminded that City Hall and many City departments will be closed on Monday in observance of Memorial Day. Residential trash collection will be delayed by one day during the week of May 29. There will be no residential street sweeping and no enforcement during the week.

Zaragoza se complace en anunciar que la ciudad de Oxnard, junto con miembros de las siguientes organizaciones: Veteranos estadounidense discapacitados del capítulo 24, el concejo 750 Oxnard de Knights of Columbus, Gold Star Mothers, la asociación de oficiales militares de América del capítulo del condado de Ventura, Port of Hueneme, la guardia de color de Ben Moreell Sea Cadets, ROTC de la Fuerza Aérea de Oxnard High School y la banda de música de los Raiders de Channel Islands High School organizarán conjuntamente una ceremonia del Día de los Caídos el lunes 29 de mayo de 2023 en Plaza Park a partir de las 11 a.m.

El Día de los Caídos es un día solemne de recuerdo de todos los que han muerto sirviendo en las fuerzas armadas estadounidenses. El día de conmemoración, originalmente conocido como Día de la Decoración, comenzó después de la guerra civil para honrar a los muertos de la unión y la confederación y ha continuado cada año desde 1868.
