The City reminds contractors registered with the Department of Industrial Relations for the current fiscal year to renew their registrations for the next fiscal year online by July 1st so they can bid, contract and continue to work on the City’s public works projects.
SB 854 Requirements SB 854 (Stat. 2014, chapter 28) made several changes to the laws governing how the Department of Industrial Relations (DIR) monitors compliance with prevailing wage requirements on public works projects. Some of these changes modify the responsibilities of awarding bodies, including by eliminating the obligation to pay DIR for compliance monitoring on state bond-funded projects. Some of SB 854’s changes went into effect immediately (because the bill was adopted as an urgency measure), but others will be phased in as outlined below.
Contractor’s Letter of Interest
In accordance with California’s Uniform Public Construction Cost Accounting Act, the City of Oxnard is inviting all interested licensed contractors to submit their companies’ information for inclusion on our City’s list of qualified bidders.

As a Public Entity, the City of Oxnard (City) adheres to a transparent public solicitation process, utilizing the online web services of Public Purchase www.publicpurchase.com, a third-party electronic solicitation website that allows vendors to register for specific goods and services by selecting a National Institution of Governmental Purchasing (NIGP) code as the commodity part number. Upon registration with Public Purchase, registered vendor(s) will receive e-mail notifications of upcoming solicitation opportunities for the items your company identified.
Registered vendor(s) will also be able to view all the open solicitations, electronically respond to the solicitations, and see solicitation results when they are awarded. Additionally, registered vendor(s) will receive notices of any addenda to those solicitations, as well as have the opportunity to post questions and receive answers pertaining to that solicitation. All questions and answers are posted online so that all vendors have access to the same information regarding the solicitation.
Completion of this process will allow your business to participate in future City business solicitation opportunities. It also provides the ability to maintain your data as your business grows or changes.
There is NO CHARGE to register for this service. Public Purchase has other services available for a fee, but that is solely at your discretion and not required to do business with the City.
Just a couple helpful hints before starting your registration:
First, solicitation notifications are based on registered e-mail addresses, hence, it is recommended you use a generic e-mail address for your company, if you have one, and a second email address for a specific individual, if available. That way, if personal e-mail addresses change, your organization still receives notification of solicitation opportunities.
Secondly, make sure your company has saved the user-name and password in a secure location, so that it is accessible when you are not available.
