- For new applications, aside from Cannabis related permits, please contact us via email at Planning@oxnard.org. Planning staff will coordinate with the City Treasury Department to process payment and to send receipts. Large projects, complex plans and those drawn by licensed design professionals can be shipped with prior authorization. Requests for Home Occupation Permits, Temporary Use Permits, Zone Clearances, and smaller projects not requiring a licensed design professional may be submitted via email as long as they can be printed on 11″ x 17″ paper or smaller while maintaining a minimum typeface height of 1/8″.
