The project site is located in the southeast corner of College Park, approximately 340 feet south of Oxnard Boulevard. Section 15072 of the CEQA Guidelines requires an NOI to disclose if a project site appears on the lists of sites enumerated under Section 65962.5 of the Government Code. Project Description
The South Oxnard Aquatics Center project (“proposed project”) would include construction of a 57,233 square foot outdoor pool area that would be operated 50 weeks out of the year, seven days per week. The outdoor pool area would have four pool areas totaling 23,571 square feet, one slide area totaling 822 square feet, a one-story “L” shaped building totaling 18,342 square feet, a 103-stall parking lot, and ancillary facilities. Pool areas would consist of a 50-meter competition pool, 25-yard instructional pool, splash pad, recreation pool, and slide area. The one-story building would frame the western and northern sides of the pool deck and would be used to house locker rooms, administrative space, utility rooms, a concession stand, and other ancillary facilities. The proposed project includes construction of a natural gas line that would connect to the southwest corner of the proposed aquatics center, run west along the southern portion of College Park’s one-lane ring road, and connect to an existing SoCalGas line in South Rose Avenue.
In accordance with Section 15070 of the California Code of Regulations, the Public Works Department of the City of Oxnard has determined that there is no substantial evidence that the proposed project would have a significant effect on the environment, and that an MND may be adopted. Therefore, the City proposes to adopt an MND in order to meet its obligation under CEQA. Prior to taking final action on the proposed MND, the City will consider public comments on the IS-MND.

Project Title: Central Trunk Rail Yard Crossing and Lift Station Project

Project Location
The project site is located in the central portion of the city of Oxnard in Ventura County, California, north of and within E. 5th Street/State Route (SR) 34 amongst existing Union Pacific Railroad (UPRR) tracks. The project site is located approximately 0.2-mile east of S. Oxnard Boulevard and 2.2 miles south of U.S. Highway 101 within Assessor’s Parcel Numbers 201-0-170-565, 201-0-170-555, and 201-0-170-285. Located in a primarily industrial and commercial area, surrounding land uses include commercial uses, industrial warehouses, and rail yards to the north and east; the Oxnard Metrolink Station, Oxnard Transportation Center, and commercial uses to the west; and industrial warehouses and shipping facilities to the south. The project site has a City of Oxnard 2030 General Plan land use designation of Limited Industrial and is zoned as Heavy Manufacturing. The project covers approximately 0.9 mile and includes installation of a new sewer lift station on approximately 0.05 acre.
Project Description
The City of Oxnard owns and maintains the Central Trunk Sewer (CTS), a sewer main which conveys wastewater to the Oxnard Wastewater Treatment Plant. A portion of the CTS travels underneath 11 UPRR tracks near the intersection of E. 5th Street/SR 34 and Richmond Avenue. In January 2017, the casing of the CTS underneath the northernmost UPRR tracks collapsed due to corrosion and lost structural integrity. The City completed a temporary emergency repair, which diverted wastewater from the CTS into an adjacent sewer line and slip-lined the collapsed line so it could serve as an overflow. The collapsed portion of the CTS is no longer in compliance with UPRR design standards, and the City intends to replace this portion to comply with these standards and fully restore the functionality of the CTS.
The project would involve installation and operation of a new sewer pipeline, a new gravity sewer, and a new sewer lift station, as well as cured in place relining repair of an existing 18-inch sewer and abandonment of the collapsed portion of the CTS. The project would involve installation of approximately 2,160 feet of new 24-inch sewer pipeline via jack and bore and open cut excavation. The new sewer pipeline would tie into the existing CTS approximately 1,700 feet west of the collapsed portion of the CTS, and travel south toward and then underneath the UPRR tracks to tie back into the existing CTS at the intersection of E. 5th Street/SR 34 and Richmond Avenue.
Construction of the gravity sewer would involve installing approximately 2,270 feet of 12-inch polyvinyl chloride (PVC) pipe via traditional open-cut excavation methods north of the UPRR tracks, and installing approximately 250 feet of PVC pipe via cured in place relining repair methods. The new 12-inch gravity sewer would begin at 3rd Street north of the UPRR tracks, would travel along the existing CTS alignment, continue south across the UPRR tracks, and would terminate at the intersection of E. 5th Street/SR 34 and Richmond Avenue where it would connect to the new sewer pipeline. The purpose of the gravity sewer is to divert brine from the proposed lift station.
The proposed lift station would be constructed within an existing landscaped area of the Oxnard Transportation Center parking lot, south of the UPRR tracks. The lift station would house two 10 horsepower submersible pumps, one of which would serve as the primary pump and the other as a stand-by pump. A standby generator would be located at the lift station site. The lift station would be primarily subterranean, with visible above-ground features including access hatches, electrical control panels (with metal canopy), an odor control unit, and an electrical transformer. Construction of the lift station would require removal of three ornamental trees.
Project construction would occur over approximately one year and is anticipated to occur from October 2024 to October 2025. Construction would occur 7:00 a.m. to 4:00 p.m. on weekdays; no weekend or nighttime construction is anticipated. Upon completion of construction, the project would not require new operations and maintenance activities beyond existing City sewer operations. Approximately one maintenance trip per month would be required.

The Project site is currently comprised of a vacant lot in an industrial/agricultural area that is used to store shipping containers. Project Description
Controlled Environments Construction, Inc proposes to construct and operate a 105,383-square-foot cold storage facility at 5980 and 6000 Arcturus Avenue, which would include the import/export and distribution of fresh produce and refrigerated food stuff. The first floor of the facility would consist of 2,700 square feet of office space, 55,836 square feet of racked cold storage space, and 44,147 square feet for the controlled temperature loading docks, and the second floor would consist of 2,700 square feet of office use. The project would also feature a container stack rack system with capacity for 90 containers to be temporarily stored, which would be located north of the new building. Aided by a grant from the South Coast Air Quality Management District (SCAQMD), the facility would be fitted with electrical outlets (“yard plugs”) that would allow for the on-board fuel powered refrigeration units to be transferred to electric power, which would assist with reducing idle emissions. The Project site would include a total of 397 yard plugs, including 271 in the staging area to power each trailer, one for each of the 36 dock doors, and 90 within the stack rack system.
The seven existing driveways on site would be removed as part of the Project. The proposed Project would construct three new gated driveways: two driveways along McWane Boulevard and one driveway near the proposed Project’s northwestern boundary along Arcturus Avenue. The facility would operate Monday through Saturday between the hours of 6:00 AM and 10:00 PM. A total of 25 employees would be generated under the Project, with an average of 12 employees per shift. During operation, inbound product would arrive by truck or container and proceed through the facility, be federally inspected as required, and be directed to the outbound dock for distribution or placed in a container for export. Carriers (truck drivers) would check in by cell phone and would be directed by the guard to their assigned parking slot or dock station. The storage capacity of the facility would allow for short-term hold on products to organize and consolidate loads for internal distribution or export. Eight pallet jacks would be used for loading and unloading the trailers, and four electric forklifts would be used to store and retrieve the product from the pallet racking in the cold storage rooms. In addition, containers from the stack rack system would be loaded onto a chassis and transported to the shipping or receiving dock via three terminal trucks.
In accordance with Section 15070 of the California Code of Regulations, the Planning Division of the City of Oxnard has determined that there is no substantial evidence that the proposed Project would have a significant effect on the environment, and that a mitigated negative declaration (MND No. 23-02) may be adopted.

Project Title: 6001 Arcturus Avenue– Outdoor Storage Yard Project
Project Location
The project site is located at 6001 Arcturus Avenue in the southern portion of the city of Oxnard in Ventura County. The 8.7-acre project site contains approximately 120,000 square feet of remnant concrete surface that would be incorporated into the proposed parking lot. The project is bordered by Arcturus Avenue to the east and a local rail spur line to the west. The project site consists of one parcel with Assessor’s Parcel Number 231-0-092-215. The site was previously occupied by a manufacturing use that has since been demolished, but the site includes approximately 120,000 square feet (sf) of remnant concrete surface that would not be removed or paved over (but would instead be incorporated into the proposed parking lot). The site’s zoning designation is M-1 (Light Manufacturing) and its 2030 General Plan land use designation has a majority of the site designated as Light Industrial (ILT) with a small corner of the southwest corner designated as Industry Priority to Coastal Development (CDI). Section 15072 of the CEQA Guidelines requires an NOI to disclose if a project site appears on the lists of sites enumerated under Section 65962.5 of the Government Code. This project site is not on the lists of sites enumerated under Section 65962.5 of the Government Code.
Project Description
Hager Pacific Properties proposes to construct a parking lot and outdoor vehicle storage yard at 6001 Arcturus Avenue. The structures associated with the previous use of the site, a heavy industrial manufacturing facility, were demolished in September 2021, with site cleanup/hauling of the demolition debris completed in August 2021. However, as those facilities were under operations at the time the application for the project was submitted, these existing uses were considered into the baseline conditions for the analysis.
The site is 8.7 acres in total, and currently contains approximately 120,000 sf of remnant concrete surface that would not be removed but instead would be incorporated into the parking lot. The project would feature a total of 352,501 sf of paved parking, 27,038 sf of landscaping, 38 overhead lights, 4 fire hydrants, and a bioswale and storm drain on the southern edge of the parking lot. Refer to Figure 3 and Figure 4 for Site and Landscape Plans that illustrate the details of the project. Visual screening of the site from Arcturus Avenue is proposed to be provided with a 6-foot-high block screen wall, with the remaining site perimeter featuring an 8-foot-high steel security fence.
The proposed project would operate as a storage facility for containers and cars. Access to the project site would be provided by two driveways on Arcturus Avenue, which would facilitate separate ingress and egress movements for the proposed project. Trucks and vehicle carriers to and from the Port would enter the site via Arcturus Avenue. It is anticipated that the average duration a container would remain on site is 5–7 days. The proposed project would operate Monday through Friday from 6:00 a.m. to 6:00 p.m. with no on-site employees. During a peak operational day, there could be up to 50 shipping containers transported to/from the Port to the facility or when vehicles are transported to/from the Port to the facility there could be up to 65 vehicle carriers.

Project Description
A request for amendments to Article IX. Advertising Signs of the Oxnard City Code to permit Freeway Adjacent Digital Display Billboards on parcels designated as commercial, industrial, or public facilities within 400 feet of the U.S. 101 right-of-way within the City of Oxnard. The installation and operation of individual electronic billboards would require approval of a Special Use Permit. No Freeway Adjacent Digital Billboard may be placed at a distance of less than 100 feet from the property line of any residentially zoned parcel. All Freeway Adjacent Digital Display Billboards would have a maximum face display area of 14 feet in height and 48 feet in width, would be oriented primarily for viewing from the adjacent freeway, and would have a maximum height of 55 feet as measured from the pavement level of the adjacent freeway to the bottom of the digital display. Each Freeway Adjacent Digital Display Billboard shall be separated from every other Freeway Adjacent Digital Display Billboard by at least 2,000 feet. In accordance with Section 15070 of the California Code of Regulations, the Planning Division of the City of Oxnard has determined that there is no substantial evidence that the proposed Project would have a significant effect on the environment, and that a mitigated negative declaration (MND No. 22-01) may be adopted.

Project Description
The proposed project would convert the existing warehouse space on the site into 138,517 square feet of self-storage space, including 1,263 separate units, a U-Box storage warehouse of 34,537 square-feet with up to 1,119 U-Boxes stored, and 3,050 square-feet of retail space. The southwest corner of the existing retail showroom has been converted to a 2,291 square foot U-Haul store and offices for retail sales of boxes and other moving supplies. The remaining space in the showroom area will be converted to 64,696 square feet of self-storage space consisting of 611 separate units. As part of the requested special use permit the U-Haul store would also serve as a rental office for U-Haul trucks and equipment stored on site. The large parking area on the north end of the lot will provide 46 covered recreational vehicle (RV) parking storage spaces. The existing structures include a 35-foot tall, 85,103 square foot warehouse abutting a single story, 66,987 square foot warehouse to the south. The heights of the buildings would not be modified. The structures would be renovated through a reconfiguring of the interior space, construction of a new roof, and refurbishing of the building façade. Project implementation would be completed in two phases. Phase I would involve revising the existing interior layout of the warehouse for storage of up to 1,119 U-Boxes and turning the existing retail showroom into 611 individual self-storage units. Exterior improvements and parking lot improvements would be completed in this phase as required for the operation of the warehouse and storage components. Phase II would involve renovating the existing warehouse into three interior stories of self-storage space, with a small additional retail element. The three stories would include 138,517 square feet of floor area with 1,263 storage units. The northwest corner of the first floor would be converted to 3,050 square feet of retail space for U-Haul. The remainder of the exterior building façade and parking lot improvements would be completed during Phase II. The northern part of the parking lot would be fenced in and converted to RV storage with covered parking for approximately 46 RVs.

A Final Environmental Impact Report (FEIR) has been prepared for the proposed Port of Hueneme – Temporary Outdoor Vehicle Storage Facility Project (State Clearinghouse #2020069039) and PZ 18-500-02 (Special Use Permit).
The Final EIR has been prepared pursuant to the California Environmental Quality Act (CEQA) Public Resources Code (California Public Resources Code Section 21000 et seq.) and CEQA Guidelines (California Code of Regulations, Title 14, Section 15000 et seq.). For purposes of CEQA compliance, the City of Oxnard is identified as the Lead Agency for this Project. The Lead Agency is responsible for preparing this EIR in accordance with CEQA and the CEQA Guidelines. Project Description
A request for amendments to Article IX. Advertising Signs of the Oxnard City Code to permit Freeway Adjacent Digital Display Billboards on parcels designated as commercial, industrial, or public facilities within 400 feet of the U.S. 101 right-of-way within the City of Oxnard. The installation and operation of individual electronic billboards would require approval of a Special Use Permit. No Freeway Adjacent Digital Billboard may be placed at a distance of less than 100 feet from the property line of any residentially zoned parcel. All Freeway Adjacent Digital Display Billboards would have a maximum face display area of 14 feet in height and 48 feet in width, would be oriented primarily for viewing from the adjacent freeway, and would have a maximum height of 55 feet as measured from the pavement level of the adjacent freeway to the bottom of the digital display. Each Freeway Adjacent Digital Display Billboard shall be separated from every other Freeway Adjacent Digital Display Billboard by at least 2,000 feet. In accordance with Section 15070 of the California Code of Regulations, the Planning Division of the City of Oxnard has determined that there is no substantial evidence that the proposed Project would have a significant effect on the environment, and that a mitigated negative declaration (MND No. 22-01) may be adopted.

Purpose of this Notice
Notice is hereby given that the City of Oxnard, as lead agency, has prepared and is recirculating the Draft Environmental Impact Report (EIR) for the Teal Club Specific Plan (TCSP), State Clearinghouse No. 2012051080, for public review and comment pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15087. This notice is provided under CEQA Guidelines Section 15088.5(d) and is required when significant new information is added to the EIR after public notice for public review of the Draft EIR, but prior to certification. The original Draft EIR was circulated for public review in 2015 (the “2015 EIR”). The Draft EIR is being recirculated to inform the public about revisions to the Specific Plan to remove a 25-acre area from the Specific Plan Area boundary. The revised TCSP would not include 58,000 square feet for a new school, fire station, and park as originally analyzed in the original 2015 EIR. In addition, the revised TCSP includes fewer-single family units and additional multi-family units than analyzed in the original EIR. The overall number of residential units remains the same.
In accordance with the CEQA, the Draft EIR is intended to inform public agency decision makers and the public of the potentially significant environmental effects of the project, identify possible ways to minimize the potentially significant effects, and describe reasonable alternatives to the project.
This NOA provides information about the project and instructions for reviewing and submitting comments on the Recirculated Draft EIR. Project Description and Location
The proposed project involves the adoption of a Teal Club Specific Plan (TCSP), a Specific Plan that would involve residential, commercial, and park uses on a 149.72-acre area bounded by Doris Avenue on the north, Patterson Road and a planned future site for Oxnard School District educational facilities on the west, Teal Club Road on the south, and Ventura Road on the east. The area includes seven agricultural parcels currently in active agricultural production, two of the parcels (seven acres) are located within the City of Oxnard and five parcels (142.72 acres) are in the County of Ventura. Therefore, the proposed project would also involve Pre-Zoning that would allow for the Annexation of a 142.72-acre collection of five agricultural parcels to the City of Oxnard (City), Annexation approval by the Ventura County Local Agency Formation Commission (LAFCo), and Annexation to the Calleguas Municipal Water District (CMWD) and Metropolitan Water District (MWD). The TCSP area is also within the land use planning area for the Oxnard Airport and would require approval by the Ventura County Airport Land Use Commission.
The TCSP Specific Plan would involve development on the 149.72-acre area north of Teal Club Road (known locally as “Teal Club”). Development of the TCSP area would involve construction of up to 990 single and multifamily residential units (of which approximately 148 would be affordable housing units); development of up to 132,000 gross square feet (gsf) of business park; up to 60,000 square feet of Urban Village commercial space; 17.76 acres of community and neighborhood parks and open space; new and widened on- and off-site arterials and collector streets; utility infrastructure including complete recycled water irrigation; resident and visitor parking; bicycle and pedestrian paths and sidewalks; bus transit stops; various pocket parks and resident recreation areas; and landscaping within the individual residential projects.
In compliance with the LAFCo policy to avoid creating unincorporated islands, the project includes Annexation of 11.4 acres (9 parcels) south of Teal Club Road that would be Pre-Zoned Light Manufacturing (M-1) with capacity for up to 347,608 gsf of manufacturing uses. The project site is entirely within the Oxnard City Urban Restriction Boundary (CURB) and, therefore, does not require voter approval to adopt the proposed TCSP, Pre-Zoning, and Annexations. The additional annexation area comprises nine assessor’s parcels on the south side of Teal Club Road, north and west of Little Farms Road and bisected by Mallard Way.
The applications filed have been for a General Plan Amendment, Specific Plan, Annexation, and Zone Change; this EIR would be used for a LAFCo annexation request. Future entitlements would include Tentative Tract Maps(s) and implementing development permits (PD, CUP, etc.).
Summary of Impacts
Based on the analysis in the Draft EIR, no impacts to mineral resources would occur as a result of the proposed project, and impacts to aesthetics, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, noise, population and housing, public services, transportation and circulation, and utilities and service systems would be less than significant or less than significant with incorporation of mitigation measures. The proposed project would result in a significant unavoidable impact with respect to the conversion of approximately 145.4 acres of agricultural land to non-agricultural resources (including contributing to an unavoidable cumulative impact related to agricultural resources) and a significant unavoidable impact related to operational air pollution emissions.
Providing Comments and Review Period
The 60-day public comment period is from December 17, 2021, to 5:00 p.m. on February 15, 2022. Comments on the EIR must be submitted by 5:00 p.m. on February 15, 2022. Comments provided will be considered by the decision-making body in accordance with CEQA Guidelines, Section 15074(b).
