The Housing Department’s mission is to promote the general welfare of the City by remedying unsafe and substandard housing, and by relieving the shortage of affordable housing for City residents. This mission is consistent with the City’s General Plan and laws governing our housing funds and resources.
The purpose of the Housing Department is to provide decent, safe, attractive, sanitary, and well maintained housing for eligible low and very low income families in a manner that promotes commitment, exemplary customer service, economy, efficiency and the social well-being of the residents.

In an effort to help prevent the spread of COVID-19 (Coronavirus), the Oxnard Housing Authority will close all agency lobbies and property management offices to the public, effective March 16, 2020. The closure will be in effect until further notice. All non-urgent, non-emergency work orders and housing quality standards inspections will be temporarily suspended. In 2017, Senate Bill 2 (the Building Homes and Jobs Act) created the Permanent Location Housing Allocation (PLHA) program. The primary goal of the PLHA program is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.
To view the City of Oxnard’s proposed use of up to $6,950,574 in PLHA funds over the next five years click here. Alternatively, you may make an appointment to pick up a copy of the plan at the Oxnard Housing Department by requesting an appointment at the following email: email@example.com, or you may call (805) 385-7094 to schedule a time. The Oxnard City Council will conduct a public hearing to consider the proposed use of PLHA funds on Tuesday, July 21, 2020 at 6:00 p.m., or as soon thereafter as the matter may be heard. All INTERESTED PARTIES are invited to present oral or written testimony on the matter. Written comments may be sent to the City Clerk via email at firstname.lastname@example.org. The deadline to submit written comments is July 21, 2020 at 3:00 PM. Those wishing to speak during the meeting must fill out the speaker request form on the City’s webpage at www.oxnard.org/city-meetings or call the City Clerk’s office at (805) 385-7803 no later than 3:00 p.m. on the day of the meeting.
