Mission
The Housing Department’s mission is to promote the general welfare of the City by remedying unsafe and substandard housing, and by relieving the shortage of affordable housing for City residents. This mission is consistent with the City’s General Plan and laws governing our housing funds and resources.
The purpose of the Housing Department is to provide decent, safe, attractive, sanitary, and well maintained housing for eligible low and very low income families in a manner that promotes commitment, exemplary customer service, economy, efficiency and the social well-being of the residents.

Mortgage Relief Program
The California Mortgage Relief Program is a free government program, and it is here to help. There is nothing to pay back. If you’ve struggled with missed mortgage payments, late property taxes, loan deferrals, partial claims, or other homeowner financial hardships, you may qualify for up to $80,000 in assistance from the California Mortgage Relief Program. If you previously received assistance, you can now return for additional assistance if all eligibility requirements are met. Join Ventura County Community Development (VCCDC) for a special event on Tuesday, June 6th and Saturday, June 10th hosted in partnership with the City of Oxnard to get in-person help with applying for the California Mortgage Relief Program.
