The Housing Department’s mission is to promote the general welfare of the City by remedying unsafe and substandard housing, and by relieving the shortage of affordable housing for City residents. This mission is consistent with the City’s General Plan and laws governing our housing funds and resources.
The purpose of the Housing Department is to provide decent, safe, attractive, sanitary, and well maintained housing for eligible low and very low income families in a manner that promotes commitment, exemplary customer service, economy, efficiency and the social well-being of the residents.

In an effort to help prevent the spread of COVID-19 (Coronavirus), the Oxnard Housing Authority will close all agency lobbies and property management offices to the public, effective March 16, 2020. The closure will be in effect until further notice. All non-urgent, non-emergency work orders and housing quality standards inspections will be temporarily suspended. We apologize for any inconvenience, and we thank you for your patience during this time. Our staff will continue to be available via phone and email.

The Housing Authority of the City of Oxnard (OHA) is pleased to announce that it will begin accepting applications for 3-bedroom public housing units on June 16, 2020 at 9:00 a.m. The OHA will only be accepting online applications. NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST A RELEASE OF FUNDS
Click here to review the above-cited notice which will satisfy two separate but related notification requirements for activities to be undertaken by the Oxnard Housing Department related to the proposed new construction of the Etting Road Apartments. You may submit written comments regarding the Environmental Review Record to the City of Oxnard Housing Department at the following address: 435 S. D Street, Oxnard, CA 93030. The original Environmental Assessment Determinations and Compliance Findings for this project was updated on April 10, 2020. Therefore, the public comment period has been extended from April 24, 2020 to May, 1, 2020. All comments received by May 1, 2020 will be considered by the City of Oxnard prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

You may also click here to access the EADCF on the HUD exchange website. The Etting Road Apartments project is a proposed 42-unit new construction multi-family rental housing development. The property is located at the intersection of Etting Road and Pleasant Valley Road in the Mar Vista Neighborhood of the City of Oxnard. The development is an affordable housing development and will target farmworker families earning 30%, 45%, and 50% of area median income.
