The Housing Department’s mission is to promote the general welfare of the City by remedying unsafe and substandard housing, and by relieving the shortage of affordable housing for City residents. This mission is consistent with the City’s General Plan and laws governing our housing funds and resources.
The purpose of the Housing Department is to provide decent, safe, attractive, sanitary, and well maintained housing for eligible low and very low income families in a manner that promotes commitment, exemplary customer service, economy, efficiency and the social well-being of the residents.

In an effort to help prevent the spread of COVID-19 (Coronavirus), the Oxnard Housing Authority will close all agency lobbies and property management offices to the public, effective March 16, 2020. The closure will be in effect until further notice. All non-urgent, non-emergency work orders and housing quality standards inspections will be temporarily suspended. The Oxnard Housing Authority (OHA) announces the availability of up to fifty-six (56) Section 8 Project-Based Vouchers (PBV) for new construction projects for families receiving supportive services. The PBVs are available for use in new construction projects only. Proposals involving existing units or units proposed for rehabilitation are not being solicited under this RFP. OHA invites property owners to submit proposals. It is not necessary for a respondent to employ the services of a consultant to be awarded vouchers under this RFP. Applications for this RFP must: (1) be for sites/units located in OHA’s jurisdiction; (2) request a maximum of 56 units for the PBV program; (3) propose to serve households with members who qualify as receiving supportive services as described in the RFP; (4) OHA will evaluate the quality and location of the prospective housing as well as the experience of the service provider and proposed services.

The APPLICATION SUBMISSION DEADLINE is 5:00 P.M., Monday, October 26, 2020. You must schedule a time to drop off your completed RFP packet at the Oxnard Housing Authority, 435 South D Street, Oxnard, Ca 93030. Only proposals submitted by the published deadline and meeting all of the requirements provided in the RFP will be considered. Incomplete or late submissions will not be accepted or reviewed. OHA reserves the right to reject, in whole or in part; any or all proposals received in response to this RFP. OHA further reserves the right to cancel or re-issue this RFP; to modify the selection procedure or the scope of this proposed project or the required responses; to request amendments to qualifications after expiration deadlines; or to negotiate or approve final agreements. OHA also reserves the right to waive any informalities or minor irregularities if it serves its best interest to do so.
