Emilio Ramirez was appointed Oxnard Housing Director on April 10, 2019. Mr. Ramirez most recently served as the Director of the Office of Homeless Solutions for Riverside, CA. He is a current gubernatorial appointee on California’s Homeless Coordinating and Financing Council.
Ramirez served in multiple roles for Riverside since 2011, including as deputy and interim Director of Community and Economic Development with a $13M budget and 122 employees. He has extensive expertise working on housing authority and homeless services, affordable housing development, homeownership down payment assistance programs, successor agency and former redevelopment issues, real property services, neighborhood engagement, and historic preservation. Emilio’s experience and leadership will help Oxnard roll back the homeless crisis; he knows how to do this work effectively, economically, and compassionately.
Prior to working for the City of Riverside, he spent twelve years at the County of Riverside working his way from Development Specialist II to Assistant Director, a position he held for four years. Mr. Ramirez graduated from the University of California, Riverside, with a B.A. in Sociology and Economics. He received his Masters of Science in Economics from California State University, Pomona. He also holds a Doctor of Jurist Prudence from Whittier Law School and is an active member of the State Bar of California. He is an active member of the Hispanic Chamber of Commerce. He is a native Spanish speaker.
