Anyone residing in the state of California is eligible to receive an Oxnard Public Library card. Library cards are free and may be used at the Downtown Main Library, the South Oxnard Branch Library, and the Colonia Branch Library.
To apply for a library card, please click on the link below and print the application.
To receive your library card, please bring your application to the Circulation Desk at any of the Oxnard Public Libraries. At that time, applicants 13 years of age and older will be asked to provide a current photo identification showing the applicant’s name and current residential address.
Applicants under the age of 18 must have the application signed by a parent or legal guardian. (Applicants under the age of 13 are not required to show identification)
Library card information is updated yearly at no charge. To update your card, you will be asked to verify your address and phone number.
Please report lost or stolen library cards immediately.
Library card replacement fee is $2.00.
Some materials may be renewed once for an additional four weeks providing the material is not on hold for another individual (see table below).

The Library charges the following fees for lost or damaged items:

Payments for fines may be made by cash, check, or money order. Overdue fines are applied for each day materials are late.

Fines are not calculated on days the library is closed.
Borrowing privileges will be suspended when total fines/fees reach $5.00.
Borrowing privileges for new patrons (those who have had their cards for less than 60 days) are suspended if they have any unpaid fines/fees.
There are eight small study rooms located on the second floor of the Main Library available for public use. Each study room will accommodate a maximum of four people. Study room time is limited to two hours.
South Oxnard Branch Library
The South Oxnard Branch Library has five study rooms available for public use. Each study room will accommodate a maximum of eight people. There is a two hour time limit.
Study Room Guidelines
- Rooms are occupied on a first-come, first-served basis.
- There is no fee to use study rooms.
- Study rooms are not soundproof and are intended for quiet study. No disruptive noise or loud talking, including on the cell phone, is allowed.
- Food and drink are not permitted.
- Rooms are to be left in a tidy condition.
Materials that are currently checked out or are on order may be placed on reserve. New patrons (those who have had their cards for less than 60 days) may reserve up to five items. Patrons who have had their cards for more than 60 days may reserve up to 10 items. Patrons are notified by phone when items are ready to be picked up at the Circulation Desk. Reserved items are held for 7 days from the day of notification. A $.25 fee will be charged per reserved item not picked up by the 7th day after notification.

Guidelines for new patrons (those who have had their cards for less than 60 days):
- A limit of five items may be checked out at a time.
- Items must be returned before checking out additional material.
- All fines/fees must be paid before additional items may be checked out.
- Renewed material is included in the five-item limit.
- Five items may be reserved at a time.
- Interlibrary loans are not available.
Guidelines for patrons who have had their cards for 60 days or more:
- Adults 18 years of age and over may check out up to 50 items.
- Children 17 years of age and under may check out up to 25 items.
- Ten items may be reserved at a time.
- Interlibrary loans may be placed.
- Borrowing privileges are suspended when total fines reach $5.00.

Fee Schedule: Users must indicate on the Meeting Room Reservation Form which additional equipment and/or if meals will be served when reservation is made. Last minute equipment requests may not be possible due to limited equipment and staff.
A minimum charge of $25 will be assessed for cleaning, furniture moving and/or damage.

Groups shall provide proof of liability insurance with acceptable limits, naming the City of Oxnard as additional insured and certificate holder. Insurance must be approved by City Risk Management prior to confirming reservation.

Sink, oven, stove and mini-fridge available. Coffee maker users to provide all supplies – coffee grounds, cups, etc.

The library appreciates your donations; however, we are unable to accept some material. For the health and safety of library employees and volunteers, and for the integrity of the library’s collection, the following will not be accepted:
- Books or magazines with yellowed or torn pages
- Books or magazines that are dirty, moldy, or have an offensive odor
- Books or magazines with any signs of insect infestation
- Reader’s Digest condensed books
- Encyclopedias older than five years
- Computer, medical, law, real estate or financial investment books older than three years
- Computer / Office equipment
Some donated materials will be added to the library’s collection, and others will be given to the Oxnard Friends of the Library Foundation for their used book sales. The funds raised by the Foundation’s used book sales benefit our community by supporting children’s, teen, and adult programs and are also used for the purchase of new library materials.
