Human Resources Manager

DEFINITION:
Under general direction, plans, organizes and directs personnel and employee relations operations including classification, recruitment, examination, and other personnel programs; trains and supervises professional and clerical staff; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Human Resources Manager is the management class responsible for direction and consultation to City departments and divisions on recruitment and testing, employee benefits, safety, retirement and workers compensation issues; works with the City Managers Office and involves frequent contact with City Attorney, and Program Directors.
SUPERVISION RECEIVED/EXERCISED:
General direction is provided by the Human Resources Director. Responsibilities include the direct supervision of professional, technical and clerical staff within assigned activities.
ESSENTIAL FUNCTIONS:

Plans, organizes, and supervises the personnel operations and employee relations including recruitment, labor negotiations, disciplinary actions, training, classification, and equal employment opportunity activities.
Consults with management to determine type, scope, and purpose of various personnel studies relating to compensation issues; effective collective bargaining and labor relations activities; reviews proposed salary actions to ensure conformance with established guidelines and policies.
Provides assistance and recommendations regarding classification, disciplinary actions, equal opportunity and other personnel services to City departments and divisions; personally performs complex and sensitive assignments.
Assists in all risk management functions including workers compensation and liability claims.
Interprets City personnel policies to Department Heads, management, supervisory and confidential employees, and provides them with appropriate advice and training; represents City Management at personnel related hearings and investigations as required.
Plans, trains, and supervises the work of a lower level Human Resources staff and clerical employees.
Participates in the negotiation process with employee organizations; serve as managements liaison, perform research, data collection and maintain records; provide staff assistance to the City Manager and City Council in the preparation of Memorandums Of Understanding.
Supervises the maintenance of citywide job classification plan; develops and administers criteria and procedures to insure internal consistency and integrity of the job classification process.
Plans and coordinates the implementation of citywide training; develops and administers criteria and procedures to insure internal consistency and integrity of the training process.
Supervises the conduct of surveys in the areas of recruitment and selection; classification analyses and job restructuring projects; and statistical analyses and reports; writes correspondence and prepares reports on a wide variety of technical and professional matters.
Participates in salary surveys to determine organization’s market relationship; conducts wage survey within labor market to determine competitive wage rate.
Reviews and provides input on job descriptions and develops recommendations to adjust salary structure; reviews proposals for new or revised classifications to determine appropriate salary grade assignment; develops and implements salary administration guidelines.
Studies current occupational and compensation data and compiles distribution reports, organization and flow charts, and other background information required for study.
Acts for the Human Resources Director as assigned.
WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and counter service.
QUALIFICATIONS:

Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Human Resources Manager. A typical way of obtaining the required qualifications is to possess the equivalent of four years of professional experience in personnel management, including at least one year of public personnel experience and a Bachelor’s degree from an accredited college or university with major course work in public administration, human resources or a related field to the area of assignment. A Master’s degree and experience in the supervision of professional personnel staff is highly desirable.
License/Certificate:
Possession of, or ability to obtain a valid, class C California drivers license.

Plan, train, supervise and evaluate the work of a professional and clerical staff; work closely and cooperatively with the City Manager, Assistant City Manager, Program leaders and labor unions; understand, interpret and apply provisions of applicable laws, ordinances, rules, regulations, memoranda of understanding, and operating procedures; maintain cooperative working relationships with officials and management, employee representatives, and departmental colleagues; direct administration of a position classification system; direct a successful program of recruitment, examination and equal employment opportunity; analyze situations and take appropriate courses of action; plan, organize and coordinate research and statistical work relating to various aspects of personnel management; and prepare clear and concise written reports and to make effective oral presentations.

Operate an office computer and a variety of word processing and software applications.
