About Measure E
What is Measure E?
Measure E – the City of Oxnard Funding for Services Like 911 Safety/Medical Response, Financial Recovery and Accountability Measure – is a locally controlled 1.5 cent local sales tax that was approved by Oxnard voters in November 2020 to help support our community through the recovery.
Funding from Measure E will support services such as maintaining 911 emergency response times, protecting the public’s safety, addressing homelessness, helping keep public areas safe and clean, and aiding Oxnard’s long-term financial stability.
How Will Measure E Re-invest in Oxnard?
Measure E is anticipated to generate about $40 million a year in revenue to address community identified recovery and relief priorities, including:
- Maintaining 911 emergency response times
- Restoring city infrastructure such as streets and alleys
- Restoring landscaping services
- Retaining and attracting local businesses and jobs
- Restoring youth and seniors programs
- Securing Oxnard’s long-term financial stability
- Keeping public areas safe and clean
- Addressing homelessness
- Improving public health emergency preparedness, including working with community health service providers to prepare for emergencies like the COVID-19 pandemic
Following the Oxnard tradition, we continue to engage our residents for feedback on City service priorities. In February 2021, more than 2,000 community members participated in the “Join the Priorities Conversation” survey to provide insights for the City Council to determine the 2021-2025 Five-Year Priorities.
Upon the adoption of the 2021-2025 priorities, the City Manager will then propose a budget based upon them, which will be approved by the Council in June 2021.

Measure E | Background Information
On July 7, 2020 the Oxnard City Council unanimously placed Measure E – the City of Oxnard Local Emergency Preparedness, Recovery and Accountability Measure — on the November ballot for voter consideration. If enacted, Measure E would impose a locally controlled 1.5 cent sales tax that will provide funding to help support our community through the recovery.
If approved, Measure E could also be used for recovery and relief, and community- identified priorities including:
- Maintaining 911 emergency response times
- Improving financial accountability and requiring public disclosure of all spending
- Retaining and attracting local businesses and jobs
- Securing Oxnard’s long-term financial stability
- Keeping public areas safe and clean
- Improving public health emergency preparedness, including working with community health service providers to prepare for emergencies like the COVID-19 outbreak
Measure E requires all funds to be used in Oxnard and also requires independent annual audits and public disclosure of all spending to ensure funds are spent properly. By law, no funds can be taken by the state, county or federal government.
The Measure would be general sales tax paid for by residents, visitors, and workers in the City of Oxnard. All proceeds from the tax would go to the City’s General Fund and would be available for any municipal purpose. To be adopted, Measure E must be approved by a simple majority of the ballots cast in this election.
