Climate Action and Adaptation Plan Updates

Background

The City of Oxnard’s Climate Action and Adaptation Plan (CAAP) has abeen approved.  The City’s CAAP builds on the City’s successes of implementing the City’s 2030 General Plan and recommits to furthering the City’s sustainability goals and policies. The CAAP establishes a target—to reduce greenhouse gas (GHG) emissions 40 percent below 1990 levels by 2030, consistent with state law. The CAAP presents an inventory of GHG emissions originating from the City, and sets forth strategies and actions to reduce emissions and help the community adapt to a changing climate. Together with the community and partnering organizations, the City is leading a coordinated effort to build an equitable, sustainable and resilient community for current and future generations.  

The Community input and review window of our CAAP has closed!  The Draft CAAP was available for review from April 27th – June 1st, 2022.

We hosted two upcoming virtual community meetings, but community input is welcome anytime during the review timeline: 

On May 9th  The City hosted virtual drop in office hours where community members were encouraged to “Drop by” at any time to receive information and ask questions! Spanish interpretation was made available.

On May 14th  Community members participated in the City’s virtual community workshop where the CAAP was presented and participants were able to provide input. You may find the presentation slides and CAAP Public Draft below:

Although the review period has ended and the virtual events have passed, we encourage you to participate in the upcoming Committee and Council Meetings. You may sign up to speak remotely prior to the meeting by visiting THIS website, clicking on the Meeting link highlighted below to sign up using the meeting pre-registration form. For virtual public comments via zoom, pre-registration closes at 3:00 PM the day of the meeting.

The Planning Commission will conduct a study session on the CAAP on July 7th. On September 1st, the Planning Commission reviewed the CAAP and made a recommendation to the City Council on CAAP approval. Both meetings will begin at 6:00 p.m..

The CAAP was considered at the City’s Community Services, Public Safety, Housing & Development Committee (6:45PM) and Public works & Transportation Committee (8:30PM) on September 27, 2022.

The CAAP will then be considered by Oxnard’s City Council on October 18th at 6:00PM. Check THIS website for the meeting time, report, and attachments. On March 17, 2020 the City Council approved a contract with Environmental Science Associates (ESA), Inc. for the preparation of the City’s Climate Action and Adaptation Plan (CAAP is a 24 month work effort which will culminate with City Council adoption of a CAAP.  Since April, City staff and the consultant have been working on collecting data to inform the CAAP preparation.  The City is now embarking on the community engagement portion of the work effort, including solicitation of input from targeted interest groups. This engagement and outreach will continue throughout the preparation of the CAAP.  The CAAP is anticipated to culminate with adoption by the City Council in early 2022.

 WHY PREPARE A CAAP?  

A CAAP is necessary to address and to be in alignment with Senate Bill (SB) 32 and other legislative mandates.  A CAAP is a roadmap for how the City will reduce greenhouse gas emissions for the impacts of climate change on public health, infrastructure, ecosystems, equity, and public spaces in the community by the required target goals in the years 2030 and 2050.  CAAPs address climate adaptation, resilience measures, as well as risks and vulnerabilities.  The CAAP will provide background information and policy recommendations which will assist in the City’s upcoming General Plan update which will launch in roughly 2022.

The CAAP will be comprehensive, robust and innovative to help the City plan for future climate goals and develop vision for how sustainability should be implemented in the City.  The CAAP will be written to address state requirements and will facilitate the City applying for future grant funds to address climate change, social equity, and sustainability/environmental programs and opportunities.  It will also outline the wider social, environmental, and economic benefits derived from CAAP implementation, and improve distribution of these elements throughout the city’s population.

On May 17 and 22, 2021 members of the community were asked to provide input on a series of questions regarding the City’s work on the Climate Action and Adaptation Plan. The report documents the virtual community workshop process and provides a synthesis of the discussion themes. Presentation slides used during the workshops are located in the appendix. On Jan. 26th and 27th 2022, the City hosted invitation only virtual stakeholder meetings to: 

1. Gather input on community vulnerabilities to climate change and potential strategies to address these vulnerabilities
2. Improve understanding of:
   • Community experience with climate change hazards, and priorities with regard to adaptation.
   • Community concerns regarding equity and protecting vulnerable communities
