Legislative Program
The City’s Legislative Program consists of three major elements:
Funding and Assistance
The City maintains successful partnerships with its local federal and State representatives. These partnerships have resulted in obtaining federal and State funding to support important capital projects and programs in the community. Examples of projects and programs that have received federal and State assistance include:
- College Park Master Plan
- Comprehensive Transportation
- Intelligent Transportation System (ITS)
- Groundwater Recovery Enhancement and Treatment (GREAT) Program
Legislative Advocacy
The City Manager’s Office is responsible for monitoring State and federal legislation that may potentially impact the City of Oxnard’s operations. In September, 2007 the City Council adopted a Legislative Program which allowed staff to more efficiently carry out City Council direction with respect to a variety of critical areas of concern to the City, including water resources, transportation needs, and preservation of local control. Although the City Manager’s Office serves as the focal point of these efforts, the funding requests and the Legislative Program represent broad input from all City departments, from Public Works to the Library. This inclusive effort has paid off in the past with federal and state monies to a variety of critical projects. Bills are tracked on topics such as:

Education
The City has many resources to support its Legislative Program. First, the League of California Cities, through its Grassroots Program and local staff, provides valuable information to City officials, keeping them abreast of major legislation and issues at the state level. The City also contracts with Arnold & Associates, a Sacramento-based legislative advocacy firm and Murray, Montgomery & O’Donnell, a Washington, DC-based legislative advocacy firm, to keep itself up-to-date on relevant activities at the state and federal level and to assist the City with different elements of its Legislative Program.
