City manager appoints David Millican as new chief financial officer May 26, 2016
OXNARD, Calif.–City Manager Greg Nyhoff announced the appointment of David Millican as the City’s new chief financial officer on Thursday, May 26, 2016. Millican will be responsible for establishing and implementing sound financial policies and standards for the City. He will also oversee the preparation of quality financial reports and projections. He will begin his duties effective Wednesday, June 8.
Millican, 67, has more than 46 years of experience serving government agencies in various roles including as auditor, consultant and public official. He served as chief financial officer for the cities of Santa Fe, N.M., and Burlingame, South Lake Tahoe and Fremont, Calif. He also helped the cities of Vallejo and Stockton, Calif., navigate through bankruptcies. Additionally, he was a member of the Government Finance Officers Association (GFOA) technical advisory group on Fiscal First Aid and Financial Recovery.
Before accepting the chief financial officer position, Millican worked for Management Partners, Inc. as special advisor to the City of Oxnard for the past two years.
“Mr. Millican has provided the City with valuable insight that has helped us strengthen our financial practices,” said City Manager Greg Nyhoff. “He’s assisted us in identifying and correcting financial shortcomings, and we’re excited he will continue with us on our journey toward financial excellence,” he said.
“City Manager Nyhoff and the City Council are committed to making important changes supported by the community,” said Millican. “I’m honored to be part of the team that is helping Oxnard improve its city government,” he said.
Millican earned a bachelor’s degree in accounting from the University of California, Berkeley. He is an active member of the GFOA and the California Society of Municipal Finance Officers.
Millican has been happily married for 29 years to his wife, Ann, and has two adult children. His hobbies include cooking, reading, hiking and kayaking.
Millican’s starting annual salary is $225,000. Terms of his employment will be finalized prior to his start date.
