City, Voters Gear Up for Historic May 1 Oxnard Special Election

Oxnard, California – The City of Oxnard’s historic Special Election is on Tuesday, May 1. It will be the first special election in the city since 2013 and the first recall election in the City of Oxnard since 1984.

Permanent Vote-By-Mail voters began receiving their ballots the week of April 9. Voters should make sure they sign, date, print their address, and affix one first-class postage stamp on the yellow return envelope and mail it by Election Day.

Ballots must be postmarked on or before May 1 AND received by the City Clerk’s office no later than three days after Election Day. They can also hand-deliver it to the City Clerk’s office during regular business hours through May 1, or drop it off at any polling place on Election Day.

Those voting in person on Election Day should check the back of their Voter Information Guide to find their assigned polling place, which may be different from where they’ve voted in the past.  Polls will be open from 7 a.m. to 8 p.m. on May 1.

Ballot Tabulation and Results Reporting

Ballots will be counted beginning at 8 p.m. on May 1. The City’s Central Counting Place is open to public viewing at 300 W. Third Street, in the Human Resources Activity Room on the first floor. Vote-By-Mail ballots received through April 30 will be tabulated first and those results announced shortly after each precinct is counted.

Ballots cast at the polling places will also be counted that night and results announced precinct-by-precinct.  Unofficial results will be posted on the City’s website, Oxnard.org, with the initial count at approximately 8:30 p.m., and updated throughout the night. A second count will be performed on May 9 to tabulate final Vote-By-Mail ballots and provisional ballots. This is anticipated to be the final tabulation, with the anticipated certification of the election at the May 22 City Council meeting.

Last Call to Submit Proposals for Development of Properties in Historic Downtown Oxnard

Oxnard, California – Attention all developers! This is the last call to submit proposals to develop a mix of retail and residential properties in historic downtown Oxnard. The Oxnard Community Development Commission Successor Agency and the City of Oxnard are inviting developers to submit proposals for the development of property groupings known as Plaza Park North (Group C) and Plaza Park South (Group F).

In 2016, the City of Oxnard– in conjunction with the Congress for the new Urbanism (CNU) California Chapter – solicited community input regarding transforming the downtown into a vibrant, pedestrian-friendly area that includes housing, shopping, dining and parking.

The CNU used the public’s feedback to develop the Downtown Oxnard Vision Plan, which includes surrounding Plaza Park with multi-story, mixed-use buildings, including restaurants, with active ground-floor uses that front the Park; creating a downtown arts hub that connects restaurants with the arts; creating a plaza at the north end of Plaza Park; and implementing a parking management plan.

Each proposal should include the following information:

1.   A letter of introduction that includes a summary of the developer’s basic qualifications, experience, and past projects of similar nature and size.

2.   Description of the proposed project.

3.   Relevant project experience.

4.   A brief summary of the developer’s approach and anticipated timing related to planning, design, approvals, financing, phasing, development, construction and operation.

5.   Proposed purchase price for the properties. If a developer is submitting an offer for a group of properties, the offer should specify the purchase price assigned to each of the parcels that are part of that group.

Group C (Plaza Park North) contains 17 parcels bordered by West Fourth Street and South “C” Street, between Plaza Park and South “B” Street, and includes the former Social Security Building.  Two parcels are owned by the Successor Agency; nine are owned by the Oxnard Parking Authority; four are owned by the City of Oxnard; and two are privately owned.

Note: The city would consider the inclusion of 0.36 acres along North Fifth Street for any proposed project. North Fifth Street is available for outdoor seating, but it must remain open for weekly Farmer’s Markets, ongoing public events and other special events at Plaza Park.

Group F (Plaza Park South) contains 14 parcels bordered by West Fifth Street and West Sixth Street, between South “C Street and South “B” Street. Two parcels are owned by the Successor Agency; four are owned by the Oxnard Parking Authority; three are owned by the City of Oxnard; and five are privately owned.

All proposals from developers must be submitted no later than 4 p.m., Friday, May 11, to the Oxnard City Clerk’s office, 300 West Third Street, Oxnard.

Broken Waterline at Oxnard’s Wastewater Treatment Plant Repaired

Oxnard, California – The Oxnard Public Works Department on Saturday successfully repaired a broken wastewater line, which was discovered after a sinkhole developed at the city’s aging Wastewater Treatment Plant.

Staff has been able to set up a temporary bypass pump that is allowing the plant to function safely.

“Everyone involved in the repair of this waterline did an exemplary job in creatively mitigating the issues as they arose,” said Oxnard Public Works Director Rosemarie Gaglione. “It not only demonstrates their high level of professionalism and ‘can do’ attitude, but also their commitment to the residents of Oxnard.”

The issue began late last week when a sinkhole developed at the Wastewater Treatment Plant. City staff excavated and found that a 42-inch line that takes effluent into the chlorine contact tank was leaking.

It is believed that the joint was damaged by the recent 5.3-magnitude earthquake, and that it took awhile for the sinkhole to develop.

A temporary sealant was placed around the joint while plans were made for the repair, which took place Friday night, into Saturday morning.

Unfortunately, the repair was unsuccessful and more extensive repairs are needed. In order to continue to operate the plant without any unpermitted discharge to the ocean, a bypass was quickly designed and implemented. This included installation of the bypass pump, which is allowing the plant to function properly until more permanent repairs can be made. Treated effluent that cannot go to the chlorine contact tank is temporarily being sent to the city’s Advanced Water Purification Facility (AWPF).

The AWPF is able to treat the effluent to a high standard without the use of chlorine. City staff will meet with other industry professionals Monday morning to determine exactly why the temporary repair did not work and to design the permanent fix.  The bypass pump will be monitored continuously during this time.

Downtown Oxnard to Become an Arts Hub

Oxnard, California – Downtown Oxnard is on its way to becoming an arts hub.

The Oxnard City Council on Tuesday approved a five-year plan for a Downtown Oxnard Arts Hub, and agreed to appropriate $90,000 toward the installation of three iconic anchor murals within the central business district. The murals, whose locations have yet to be decided, will be installed from June 2018 through March 2019.

Half of the $90,000 will be funded through the Downtown Improvement Project Settlement Funds. The remaining half will come from the Public Art Fund.

The $90,000 will be divided equally among the three mural projects.

A vibrant arts hub has the ability to generate significant economic activity in downtown Oxnard. The city has long demonstrated a steadfast commitment to the lively arts, including the adoption of a Cultural Arts Master Plan, the creation of a Cultural Arts Commission and passage of the Downtown Vision Plan, which calls for the creation of an Arts Hub in downtown Oxnard.

The Oxnard arts hub is one of several initiatives supported by the city to help revitalize the downtown; strengthen neighborhood development; create vibrant and economically sustainable businesses; attract new businesses; as well as enhance business development and retention.

Send your Vote-by-Mail Ballot (aka “Absentee Ballot”) by May 1st to Participate in this Year’s Oxnard Special Election

Oxnard, California – If you are a Permanent Vote-By-Mail voter, you automatically received a Vote-By-Mail ballot in the mail shortly after receiving your Voter Information Guide. Use the yellow envelope provided to return your ballot, and make sure you sign it, date it, and print your address. If someone is returning it for you, they must print and sign their name in the side column.

• To mail it, put a first class stamp on it and drop it in the mailbox . Ballots returned by mail must be postmarked on or before Election Day, May 1st AND received by the City Clerk’s office no later than three days after Election Day.

• Alternatively, you can hand-deliver it to the City Clerk’s office during regular business hours through May 1st, or drop it off at any polling place on Election Day from 7 a.m. to 8 p.m.

To request a Vote By Mail ballot, email Votebymail@Oxnard.org or complete the form on the back of your Voter Information Guide and mail it to the City Clerk’s office; the request must be received by April 24, 2018. If you make a mistake on your Vote-By-Mail ballot, that’s called a “spoiled ballot.” Seal the spoiled ballot in the yellow envelope and check the box at the bottom left of the envelope to indicate that it’s spoiled. You can submit the spoiled ballot to the City Clerk’s office to trade it for a new one. If you send your spoiled ballot to the City Clerk’s office before April 24, 2018, you will receive a new ballot by mail. You can also visit the City Clerk’s office in person to replace a spoiled ballot through April 30, or go to your polling place on election day to trade a spoiled ballot.

Update on Earthquake

Oxnard, California – Early this afternoon Southern California received another reminder that we live in “Earthquake Country.”

At 12:29 p.m., a magnitude-5.4 quake struck 57 miles southwest of the Channel Islands.
Emergency officials from Oxnard were in immediate communication with the County of
Ventura Office of Emergency Services and the National Tsunami Warning Center. While the
shaking was felt over a large portion of the state, this quake did not create the conditions
needed to cause a tsunami, and NO tsunami warning was issued.

Police and fire representatives say there have been no reports of injuries or significant damage
in either Oxnard or Ventura County. While this quake did little more than rattle some windows
and nerves, it should serve as a reminder that we all need to be prepared for future
earthquakes and disasters. Remember to have a minimum of 72 hours of emergency supplies
on hand including food, water, medications, flashlights, first aid kit, and batteries. Also
remember that when you feel the earth start to shake, “Drop, Cover and Hold-on” until the
danger passes!

Oxnard Community Relations Commission to Host Town Hall Meeting & Expo

Oxnard, California – The City of Oxnard Community Relations Commission (CRC) will host its first annual Town Hall Meeting & Expo on Monday, April 16, at the Oxnard Performing Arts Center, Oxnard Room, 800 Hobson Way, from 5 p.m. to 8 p.m. Complimentary pizza and refreshments will be available. Admission is free.

The theme will be “A Recommitment to Our Youth,” and will address juvenile delinquency and gang prevention in the City of Oxnard. It’s an opportunity for all community-based organizations, city leadership and the educational system to come together to make this issue a top priority.

The event will begin with an expo and social hour from 5 p.m. to 6:30 p.m., and will feature information booths from various community-based organizations.

The panel discussion will run from 6:30 p.m. to 7:30 p.m., and will include a lineup of leaders in public administration, nonprofit management, recreation, faith-based organizations and educational institutions. Confirmed panelists include: Mark Varela (probation); Dr. Angela M. Timmons (California State University, Channel Islands); Rev. Edgar Mohorko (clergy); Ingrid Hardy (City of Oxnard Community & Cultural Affairs); Anthony Martinez (City Impact); a  school resource officer (Oxnard Police Department); and Dr. Penelope DeLeon (Oxnard Union High School District, Superintendent)

The panel will be moderated by CRC Commissioner Adam Lopez.  A Q&A will follow from 7:30 p.m. to 8 p.m.

Oxnard Reimbursing Surplus Funds to Property Owners within Dissolved Landscape Districts

Oxnard, California – The City of Oxnard is reimbursing more than $1.13 million in surplus funds to 761 property owners within eight dissolved Landscape Maintenance Districts (LMDs).

“Giving this money back to the residents is the right thing to do,” said Oxnard Mayor Tim Flynn. “They paid an annual assessment for services within their district and the funds were not used. Therefore, it’s appropriate to return the money they paid to the city.”

The City Council dissolved 18 LMDs in 2017 as a result of an in-depth review of the LMDs conducted by NBS Government Finance Group, a consultant for the city.

NBS determined the 18 districts were located along major traffic corridors, resulting in a high level of benefit to some properties within proximity to the districts, as well as visitors and individuals passing by the district. As a result, the City Council approved the dissolution of the districts and returned responsibility for improvements along these major corridors to the city. Subsequently, the city stopped collecting assessments on the 18 dissolved districts. Once the final costs were reconciled, there were eight districts with surplus fund balances totaling $1,131,152.

Those surplus funds are now being returned to the 761 affected property owners, with reimbursements ranging from $197.62 to $84,445.39.

Due to the large volume of checks, they are being processed in batches, and it is anticipated that all reimbursements will be sent out by the end of May. Should you have any questions about the status of your refund check, please contact the Special Districts division at (805) 385-7578.

Oxnard Reembolsando Fondos Excedentes a Dueños de Propiedades Dentro de Distritos de Parajes Diluidos

Oxnard, California – La ciudad de Oxnard está reembolsando más de $1.130.000 en fondos excedentes a 761 dueños de propiedades dentro de ocho distritos de mantenimiento de paisaje disueltos (LMDS).

“Devolver este dinero a los residentes es lo correcto “, dijo el alcalde de Oxnard, Tim Flynn. “pagaron una evaluación anual de los servicios dentro de su distrito y los fondos no fueron utilizados. Por lo tanto, es apropiado que para devolver el dinero que pagó a la ciudad.”

El concejo municipal disolvió 18 LMDS en 2017 como resultado de una revisión en profundidad de la LMDS conducida por el grupo de finanzas, NBS Government Finance Group, un consultor para la ciudad.

Una vez que se reconciliaron los costos finales, había ocho distritos con saldos de fondos excedentes que totalizaban $1.131.152.

Esos fondos sobrantes están siendo devueltos a los 761 dueños de propiedades afectados, con reembolsos que van de $197,62 a $84.445,39.
