City of Oxnard Five-Year Permanent Local Housing Allocation Plan (PLHA)
In 2017, Senate Bill 2 (the Building Homes and Jobs Act) created the PLHA program. The primary goal of the PLHA program is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. In 2021 the City of Oxnard was awarded a five-year allocation of up to $6,950,574 in PLHA funding from the California Department of Housing and Community Development. Funding under the PLHA program is issued to the City on an annual basis over a five-year period with annual allocations varying from year to year.
Approved uses for PLHA funds under the City’s five-year plan include the following:
- Development of Affordable Housing
- Development of a Navigation Center
- Navigation Center Operations Costs
