The City of Oxnard 2030 General Plan – Goals & Policies
Contains goals and policies that are intended to guide a wide range of public and private development decisions through 2030. The Goals and Policies document includes the seven State-required elements (land use, circulation, housing, open-space, conservation, safety, and noise), optional elements (sustainable community and military compatibility), and the Housing Element, which was adopted under a separate process. The land use map and circulation diagram are in Chapter 3. Many goals and policies are continued from the 2020 General Plan. Adopted Specific Plans remain unchanged. Goals and policies are assigned to City departments and/or divisions for implementation.
Since adoption of the 2030 General Plan in 2011, there have been amendments to the 2011 Goals and Policies document. The General Plan Goals and Policies and the General Plan map below include the City Council adopted amendments.
