Project Overview
As part of a citywide effort to provide a more reliable streetlight network, the City and Southern California Edison (SCE) are replacing 9,800 existing SCE owned Cobra Head streetlights with new energy-efficient light-emitting diode (LED) lights citywide. These types of lights are called LS-1 lights.
Some of the benefits of this project include:
- Enhanced safety through better night visibility and color perception
- LED lights will last longer
- Reduced maintenance requirements
- Less outages
- Reduced amount of electricity needed to power street lights citywide resulting in energy and cost savings
SCE estimated the conversion to cost $3,583,740 ($179,187 annually). Under this LS-1 Option E program, the City would finance the capital cost of installation over a 20-year term as part of its monthly billing received by SCE. There are no out-of-pocket costs to the City.
The transition to the new, more energy efficient LED bulbs will reduce the amount of electricity needed to power the streetlights citywide. This energy savings is greater than the capital costs recovery mechanism built into the bills. The City is estimated to obtain overall savings of approximately $2,337,060 over the initial 20-year period, net $116,853 annually, in energy bills.
This program does not impact the City’s ability to make any other infrastructure improvements with SCE, such as undergrounding utilities or adding additional light poles within the City.
What to Expect
Project Dates – The citywide project is expected to begin at the end of November 2021 and be completed by the end March 2022.
Work Hours – Weekdays 7:30 AM – 4:00 PM
Details – Approximately 360-400 lamps will be converted daily. Crews will begin working in South Oxnard and work their way North. Residents will see crews changing lights citywide without impacts to parking or traffic. Noise is not expected to be a factor.

Not all streetlights throughout the City are part of this project. Only Cobra Head streetlights will be converted to LED. Other lights, including decorative lights are not included.
